Talk to Gwill (E-11) in his room above Mjoll's General Goods in Bastok Markets.
If Bastok is in control of the Elshimo Uplands you can purchase cinnamon from Dhen Tevryukoh (I-6) in Port Bastok.
Otherwise, you can purchase a stick of cinnamon from the Culinary Guild in Windurst Waters for around 250 gil.
Trade your cinnamon to Gwill in order to receive a long, endearing cutscene and your reward.
