This quest was slightly frustrating to me for several reasons. In the end, I'm not really sure if I obtained the rod by pure luck or by triggering an event. Let me explain.
Firstly, after completing the resiquite Chains of Promathia mission, talking to Omer (G-10) in Lower Jeuno will trigger the quest. He will ask if you if you trust Prishe and believe her story; of course, I selected "yes".
Next, I took my
Composite Fishing Rod and 24
Sliced Sardines to Qufim island and started to fish off the cliffs. Sliced sardines tend to only attract bigger fish, especially monsters, and a composite fishing rod won't bend or break when using this bait in Qufim.
I was able to catch about three
Sea Bishops (Lv.30-32) that initial try, but none of them dropped the
Egret Fishing Rod.
This was before December 9th, 2004. After December 9th, there was an update: only players who have accepted the quest will be able to fish the monster in Qufim that drops the Egret fishing rod.
So about a week after the update, I returned to Qufim to attempt to fish up Sea Bishops and
Krakens (Lv.39-40). This time, with about 36 sliced sardines I was able to fish up 4 Sea Bishops and 2 Krakens. No drops. Interesting to note, however, I fished up a Sea Bishop on my first cast.
Next day I returned to Qufim with 24 sliced sardines. Again, I was able to fish up a Sea Bishop on my first cast. Within about 30 minutes I fished up 2 Sea Bishops and 1 Kraken. However, at this point, I was getting frustrated.
I was starting to wonder if I needed to talk to Omer again since the update might have messed something up. So, I returned to Lower Jeuno and spoke with Omer. He told me nothing new, but I spammed him about 50 times just in case the game was being stupid.
Then, upon returning to Qufim, on my very first cast, I fished up a Kraken. Upon his death, he relinquished the
Egret Fishing Rod.

I'm not sure if the update made the drop 100% or if it's still pretty random. Either way, I went through about 13 or 14 big squids before the Kraken dropped it.
The reward hardly covered the cost of the bait. But the satisfaction of crossing it off my quest list forever is priceless.
