As the SE details say, starting to raise your own chocobo is as easy as trading a Chocobo Egg to any of the VCS representatives located in all three of the starting nation chocobo stables:

• South San d’Orian stables: Hantileon
• Bastok Mine stables: Zopago
• Windurst Woods stables: Pulonono

Though there is nothing to stop you from watching over your chocobo every minute while in game, please bear in mind raising a chocobo is very akin to gardening, in that updates between you and the npc VCS representative will be more on a daily (earth time) basis. Changes in the your care plan will only be reflected every 24 hours (earth time) from when you first trade the egg (not 0:00 JST time).
