Welcome to San'Doria, for your first mission, after getting it from the guards, of course, simply run outside into west ronafure and kill the orcs you find there. Any of them can drop the orcish axe, but it's rare/ex so you can't by it from the AH. Trade it to any mission guard to complete this task.
